For the batter: mix in a bowl the flour, the cold sparkling water the oil and a pinch of salt. Mix with a whisk.
In a pan start to heat up the oil.
Wash gently the zucchini flowers, then start to stuff them with a ball of mozzarella cheese and an anchovy, put it in the batter that you have previously prepared, then put in the pan with the hot oil.
Fried for about 10 minutes and once ready settle in a plate with kitchen paper underneath.
Add a pinch of salt on the top. Ready to eat.
